Stephen Arbo has over 40 years of experience in local government. Most recently, he served as City Manager for the City of Lee’s Summit (2008–2022), overseeing approximately 786 employees and achieving a AAA bond rating.
Throughout his career, Stephen focused on team development, fiscal responsibility, and performance optimization to deliver city services. Under his leadership, Lee’s Summit was often ranked among desirable places to live in the United States by Forbes and Money Magazine. He increased the city’s operating reserves to 40% of annual operations, which helped maintain economic stability during fiscal challenges.
The City of Lee’s Summit also received several regional and national recognitions for quality service. The City was designated as a Bicycle-Friendly Community, Walk-Friendly Community, and Community for All Ages. It is one of only 10 cities in the nation to hold four national accreditations for its fire, police, public works, and parks and recreation services.
Stephen contributed to major development projects, including the revitalization of Lee’s Summit’s historic downtown. He led three community strategic plans, guiding stakeholders in addressing infrastructure needs, enhancing services, and promoting diversity and culture.
During the COVID-19 pandemic, he co-chaired the Mid-America Regional Council’s (MARC) emergency response, coordinating efforts across 14 counties in Missouri and Kansas, serving approximately 2.2 million residents.
As a retired City Manager, Stephen continues to assist city managers with leadership development, strategic planning support, and economic development planning through Arbo Consulting. He joined Performance Services in a consultant capacity to assist the team in helping Missouri cities navigate infrastructure challenges and implement sustainable upgrades. Stephen is a guest lecturer for the State Government Political Science Course at the University of Central Missouri–Warrensburg. He also serves as a Board Member for LS Creates (supporting emerging artists) and the Lee’s Summit Symphony Orchestra. He recently completed his board term with the Ride KC Development Corporation, which focuses on creating transit-oriented communities.
